Confirm the visa category

PRA publishes a retired-military Courtesy category. Its August 2025 checklist places a $1,000 monthly pension or similar-benefit requirement under ages 40–49, while also listing a non-pensioner deposit tier. The overview uses different category wording. Separated service, VA benefits and the applicable age-specific requirements need written PRA confirmation. Income alone does not establish eligibility.

Build a care plan before choosing a city

FMP may cover medically necessary overseas care for VA-rated service-connected disabilities, conditions VA determines aggravate them, and qualifying VR&E care. Eligible veterans no longer need advance registration. Retrieve the FMP benefits letter from VA.gov, review the covered conditions and share it with the provider. The provider or veteran may submit the claim; confirm who pays up front.

TRICARE eligibility and provider requirements are separate from VA benefits. In the Philippines, confirm the provider is preferred or certified under the applicable overseas rules before routine care. TRICARE For Life requires Medicare Part A and Part B for eligible beneficiaries, including overseas. Covered overseas services generally fall to TRICARE first, subject to deductibles, cost sharing and plan rules.

Test the daily route

Check the actual apartment entrance, elevator reliability, bathroom access and route to the clinic. A building described as accessible may still have steps at the curb or a long transfer from parking. Ask for current photographs and dimensions, then visit before a long lease.

Confirm the specialist, prescription supply and emergency destination your condition requires. Arrange assistance for airport transfers and appointments where needed. The Manila VA clinic is an outpatient facility; identify a separate emergency and inpatient hospital.

Make the paperwork manageable

The medical may be completed in the Philippines or abroad using the PRA form. A medical completed abroad requires apostille or Philippine consular authentication, and an English translation if needed. The certificate must still be within its six-month validity window when submitted.

A trusted support person can help organize appointments and copies, but authority to act or receive records must be explicit. Prepare a dated list of outstanding documents and expiry windows; do not send health records through a general contact form.

Allow time in the Philippines

PRA’s August 2025 Expanded SRRV Program publishes 30–45 working days from submission of complete documents. Document preparation comes before that window. PRA requires physical presence throughout application processing. Corrections, holidays and scheduling can extend the stay.
