Does VA healthcare work in the Philippines?
Partly, and the honest map matters. VA disability compensation is paid abroad, the Manila VA Outpatient Clinic is the only VA facility outside the US, and the Foreign Medical Program reimburses VA-rated service-connected care. TRICARE follows military retirees on its own rules, and PhilHealth is the floor under all of it.

Manila VA Outpatient Clinic
The only VA healthcare facility outside the United States. An outpatient clinic means primary care, specialty referrals, and benefit support; it is not an emergency room and not a hospital ward. Plan your private hospital options around it.

TRICARE for military retirees
TRICARE Select Overseas and TRICARE For Life are available to military retirees and eligible family members abroad. The Medicare caveat, stated plainly: Medicare does not pay outside the US; overseas, TRICARE For Life pays as primary for TRICARE-covered services. PhilHealth
SRRV (Special Resident Retiree’s Visa) holders access a PhilHealth special rate. PhilHealth is the Philippine national insurance program: it discounts inpatient costs and selected services at accredited facilities, and it works as a foundation under private coverage rather than a replacement for it.
