The short answer

Do all US veterans qualify for the SRRV Courtesy rate?

No. PRA determines Courtesy qualification case by case, on the documents. The operative test on the military track is a lifetime pension you are currently receiving, of at least $1,000 a month, proven with your DD-214 and a DFAS or VA benefit letter. Many US military retirees may qualify; others fit SRRV Classic. Anyone who tells you all veterans qualify has not read the rule.

Every US veteran automatically qualifies for the SRRV Courtesy rate. It shows up in forum posts, in agent pitches, and in the small print of pages that want you to book before you check. It is not true, and acting on it can send you down the wrong route with the wrong deposit.

What the PRA actually applies

SRRV Courtesy for foreign nationals covers retired diplomats, officers of recognized international organizations, high achievers, and, the part that matters here, retired military service members from countries with recognized bilateral relations with the Philippines. The United States qualifies as a country with recognized bilateral relations with the Philippines. That is why US veterans may qualify. It is not automatic.

On paper the category reads “retired military.” In practice, PRA’s checklist works from your DD-214, which serves as the military service record, and proof of a lifetime pension of at least $1,000 per month that you are currently receiving. DFAS retired pay and VA disability compensation both count. The operative question is not the title on your separation paperwork; it is whether qualifying pension income is flowing now.

Below the Courtesy gate, SRRV Classic still works: lifetime income of $800 per month single, or $1,000 with dependents, supports the $15,000 or $25,000 pensioner deposits rather than the non-pensioner $30,000 or $50,000. The point is that there is almost always a route; it is just not always Courtesy.
