Two myths cancel each other out in the veteran Facebook groups: that VA healthcare follows you to the Philippines in full, and that it abandons you entirely at the water’s edge. Both are wrong, and the truth has a name.

The rule: The VA Foreign Medical Program (FMP) can cover care abroad for VA-rated, service-connected conditions on a reimbursement model. Read that twice, because every load-bearing word matters. VA-rated. Service-connected. Reimbursement.

Reimbursement is a cash-flow plan

Under FMP you generally pay the Philippine provider, then claim it back with documentation. That works fine when it is planned: an emergency fund that can float a hospital bill, receipts and records kept like you are being audited, and registration done before you ever need a claim, not from a hospital bed.

It also means FMP is one layer, not the whole roof. The Manila VA Outpatient Clinic is the only VA healthcare facility outside the United States. TRICARE follows military retirees abroad on its own rules, PhilHealth comes with the SRRV at a special rate, and private Philippine coverage or a funded buffer carries everything that is not service-connected.
