The short answer

Can US Army retirees get the SRRV Courtesy rate?

Often, yes. An Army retiree drawing DFAS retired pay, or a Soldier who separated earlier and now draws VA disability compensation, tests on the same Courtesy gate as any veteran: a DD-214 with honorable discharge plus a qualifying lifetime pension currently in pay. The branch on the form does not change the gate; the pension does.

The gate is the same; your paperwork is Army

The SRRV Courtesy military track works from two things, the same for every branch: a DD-214 showing honorable discharge, and proof of a lifetime pension you are currently receiving. For a Soldier, that means a lifetime pension of at least $1,000 per month, currently in pay, proven alongside a DD-214 showing honorable service. Retirement status is not the test, and your rank or MOS does not decide it. The pension is the gate.

The character of service on your DD-214 is what PRA reads, not your rank or component. A retiree separated under honorable conditions has the cleanest service proof. If your DD-214 is hard to locate, the National Archives holds Army records and can reissue a certified copy; that is a slow document, so it goes first in the sequence, not last.

Where the Army pension proof comes from

Army retired pay is administered through the Defense Finance and Accounting Service (DFAS), like the other Department of Defense branches. Your DFAS Retiree Account Statement (RAS) is the document that proves the pension is in pay, and it is the practical starting point for the income side of a Courtesy file. You can pull a current RAS from myPay; order it when the apostille run starts, because it is dated the day it is generated.

Two ways a Soldier meets the gate

A Soldier who retired at twenty years or more draws regular retired pay from DFAS immediately on retirement. That pension is the income side of the gate, and the RAS is the proof. The DD-214 is the service side. Both are federal-channel documents, apostilled together.

Chapter 61 medical retiree

A Soldier medically retired under Chapter 61, or separated and later rated by the VA, can meet the same gate through disability income rather than length-of-service retired pay. What PRA tests is current receipt of a qualifying lifetime pension, so whether the income is DFAS disability retired pay or VA compensation, the question is the same: is it being paid now, and is it lifetime. A Permanent and Total VA rating is the cleanest version of that case.

The apostille channel for an Army file

Federal documents apostille through the US Department of State in Washington; state-issued documents go through that state’s Secretary of State. A DD-214 and a DFAS or VA letter are federal-channel documents; a state police clearance or a county-issued certificate are not. Sending one through the wrong channel is the most common avoidable delay.

The short answer

Does an Army medical retirement count for SRRV Courtesy the same as a 20-year retirement?

What PRA tests is the pension, not how you reached it. An Army Chapter 61 medical retirement that pays lifetime disability retired pay, or VA disability compensation currently in pay, can carry a Courtesy case on the same gate as a length-of-service retirement. The cleanest cases are pensions that are clearly lifetime and not subject to reexamination; those still under review are screened individually.

Yes, but the reissue comes first. The National Archives holds Army service records and can provide a certified DD-214; because it is a slow, federal-channel document that then needs apostille, it sits at the front of the document sequence, not near the filing trip.
